Dansk atletik er ikke en magtfaktor internationalt. Vi vinder ikke mange medaljer og vi er befolkningsmæssigt ikke en stor bidragyder til den globale atletik. Men vi var blandt de 17 oprindelige stiftere af IAAF og var derved med til at etablere det oprindelige værdigrundlag. Vi var også værter for et VM i halvmaraton 2014, som viste, at atletikken har andre ansigter end det, vi nu ser. Og vi er forargede over det tillidssvigt, som centrale medlemmer i vor sports ledelse har udvist.

Vi kan kort sagt ikke genkende vores sport.

Dansk Atletik Forbund konstaterer med stor bekymring:

• At store dele af ledelsen bevidst har udført handlinger, der bragte IAAF’s status som “compliant” i forhold til WADA’s antidoping kodeks i alvorlig fare. Alvoren i dette kan ikke overdrives.
• At de samme personer har betragtet dopingsnyderes bedrag overfor rigtige atleter som en brik i et PR- og marketingshow
• At der i IAAF’s organisation har floreret en holdning om, at en positiv test er et problem for atletikken frem for et skridt i retning af en mere retfærdig idræt

Dette kan vi som nationalt forbund ikke lade passere ubemærket. 

Dansk Atletik Forbund vil fokusere på den af IAAF fremlagte handlingsplan, som skal rette op på de systemiske fejl i IAAF’s organisation. Vi finder den fremlagte handlingsplan god og passende omstændighederne taget i betragtning.

DAF ønsker ikke en ekstraordinær kongres. Begrundelsen herfor er, at en sådan dels vil fjerne opmærksomhed fra den fremlagte handlingsplan, dels bringe andre emner på banen end det absolut mest væsentlige her og nu: Udvikling og implementering af “Good Governance” inden næste kongres i august 2017.

På samme kongres vil DAF forholde sig til, om det nuværende Council har levet op til den fremlagte handlingsplan.

Dansk Atletik Forbund vil i samme periode bl.a., men ikke udelukkende arbejde for:

• Ekstern revision af væsentlige forretningsområder med rapport til Council
• Tydelige og vedtægtsbestemte begrænsninger for interessekonflikter i IAAF’s ledelse
• Øget fokus på nationer, som ikke er compliant og/eller har en høj prævalens af positive tests.
• Kobling af “Compliance” og “Good Governance” til de eksisterende krav for nationers status af “Good standing” i IAAF-regi

ENGLISH VERSION

The Danish Athletic Federation would like to make a statement following the independent commission report #2 from WADA.

Danish athletics is not an international high roller. We do not win many medals and our relatively small population means that we do not play a major role in global athletics. However, we are among the 17 original founding members of IAAF and therefore we contributed to the core values of the federation. In addition, we hosted the World Half Marathon Championships in Copenhagen 2014. This event proved that the World of athletics cherish other values than what we experience now. We are disgusted by the abuse of trust that central members of our sport’s leadership has shown.

The Danish Athletic Federation concludes:

• that significant parts of the management deliberately have taken actions, that bring IAAF’s status as compliant in regards to WADA’s Anti-Doping Code in danger. The seriousness of this cannot be overstated.
• that the same people have considered the actions of doping cheats a part of a PR and marketing show – never considering the impact on real athletes.
• that members of the IAAF organization have considered a positive test a problem for athletics rather than a step toward a fair sport.

As a national federation we cannot let this pass unnoticed.

The Danish Athletic Federation will focus on the Roadmap “Building trust in the governing body” published by the IAAF on January 5^th, which will take action to correct the flaws in the IAAF organization. We find that the roadmap is both sensible and timely, considering the circumstances.

The Danish Athletic Federation does not propose an extraordinary congress. The focus right now needs to be on the roadmap; the development and implementation of Good Governance before the coming congress in August 2017.  Prior to the congress the Danish Athletic Federation will evaluate whether or not the Council has lived up to the roadmap.

The Danish Athletic Federation propose:

• External audit of core business areas with report to the Council
• Clear and statutory limitations for conflicts of interest within the IAAF management
• A highlighted focus on nations, which are not compliant with and/or have a high prevalence of positive tests
• The coupling of “Compliance” and “Good Governance” to the existing requirements for the Member Federation's status as “Good Standing” in IAAF
